USS McCain was not the only vessel to get that type of damage 2000 USS Cole was blown up by bomb in the engine room while docked in Yemen by members of Al Qaeda Arabia and Houthi 17 sailors were killed in that attack. 2017 USS Fitzgerald collided with a container ship in Manila Harbor. Finally USS McCain which this episode is about collided with a tanker in Singapore. In all three incidents Dockwise had to tow all three ships back to Huntington Ingles Shipyard for repairs. All three ships are now back on duty after being reassigned to different ports.

The US Navy is absolutely capable of repairing ships no matter their location. We have the technology. Believe it.
