The monk is greedy and obsessed with collecting cassocks. When Wukong and Sanzang pass by his temple and stay the night, the monk becomes envious of Sanzang’s cassock. He plots to steal it by setting fire to their lodging, hoping to choke Sanzang. However, Wukong detects the scheme and changed the wind direction making the monk self-immolation.

Here's actual breakdown:
The hidden boss of this chapter JinChi(requires you to knock 3 bells to activate) was the monk in this cutscene. When he was young and playful, chased a fog into the forest, accidentally met the bear, the bear did not attack him but thought he was here to beg alms, so gave monk the gold he gathered. This wakes the greed in young monk's heart as he slowly grown to be the master, wearing fancy kasaya, and when he became the head of this temple. He has seen over 200 kasaya, thought he finally puts down the greed and changed into his original simple plain kasaya from the beginning, until one day The Sangzang pass by, and showed him a kasaya he never seen before, then he realised that is not his greed vanished, its the exisiting kasaya couldn't interest him anymore, now there is a better one, he finally knew that after all these years of practice, he still has not changed. This drive him crazy and told his disples Guangzhi & Guangmou to burn the room Sangzang slept so he could take the precious kasaya, but wukong turned the fire against him. Thats the tale told by this cutscene.

It's a story about greed. The boy at the beginning is Jinchi, the hidden boss in the old Guanyin temple. He starts with nothing, but with the help of the Black Bear Guai, him makes his way up and becomes the master of all the other monks (like in the boss fight those other monks willingly die for him). Then he starts collecting kasaya, a symbol of status among monks, as he has always been envy of all the other monks with different kinds of kasaya, while he has nothing back then. Then the story of Journey to the West kicks in, Sun-Wukong and his master Tang-Sanzang pass by his temple, and Jinchi sees the kasaya Sanzang possesses which makes all the kasaya he has look like rags. His greed got the better of him, so he sets the temple on fire to burn the two strangers and keep the kasaya for himself. Wukong just lets him do it, protects Sanzang with a powerful item (the same one we get as the destined one after defeating the boss), and calls upon the wind to turn the fire back to Jinchi's own room. In the end, the virtuous monk is burnt alive, leaving behind the strong obsession, and fights the destined one many years later.

It is said that long, long ago, a young novice monk wandered deep into the forest and unexpectedly encountered a colossal Black Bear Guai. Yet, contrary to expectations, the bear did not devour the monk but instead gifted him a sack filled with gold and silver. The bear then guided the novice to a secluded temple at the foot of the mountain.

From a young child, the novice diligently cultivated his practice and eventually became the revered abbot, leading hundreds of monks. He developed a profound passion for collecting kasayas (Buddhist robes), accumulating and wearing countless robes until he believed no other could possibly pique his interest.

One day, the abbot met Tang Sanzang, the master of Sun Wukong. Enchanted by Tang Sanzang's exquisite kasaya, the abbot borrowed it. Influenced by the cunning schemes of Guangzhi and Guangmou to steal the kasaya and burn Tang Sanzang's quarters, the abbot's long-dormant desires resurfaced. Consumed by greed, he set fire to the temple, causing the deaths of countless monks. The precious kasaya, however, fell into the hands of Black Bear Guai. Overwhelmed by grief and remorse, the abbot struck his head against a wall, ending his life.

Despite years of cultivation under the guidance of the Bodhisattva Guan Yin, Black Bear Guai remained perplexed. Why had the young novice resisted the allure of wealth yet succumbed to the temptation of a mere kasaya?

The Bodhisattva Guan Yin smiled and replied, "Without that kasaya, how could sentient beings discern whether their attachments and desires to the mundane world had truly been severed?

For many people who don't know what it is, the black wind bear was the guardian of GuanYin temple, and the little Buddha was a member of this temple. Black wind saved Buddha and he became the chief of GuanYin temple. However, he was corrupted by power and so on black wind. There is just a really short summary, i rly recommend reading the book so that you will have more information from those animes btw, the Buddha is the big golden monk.

So when the Monk Jinchi was young he was protected and granted favor by the bear spirit. This allowed him to climb the ranks to become Head Monk of the Guanyin's Temple, the Buddha and the master the bear was talking to at the end. While he showed great power and piety he could never dispel his "bear." His lust for gold. When Tang Sanzang visited the temple he was gifted a beautiful Kasaya a monk's robe. He obsessed over its beauty, the status it would grant him, it consumed him, and burn the temple to the ground. Turning him into a vengeful spirit while Wukong watched from afar.

That means the mortals only define success by how much fortune do people made.
The true Buddhist should show his understanding of the Buddha's teachings and merits gain from helping the suffering beings to deal with their difficulties. Not by how elegant of the cassock, how many followers he had and how magnificent the temple is.

Kasaya is make from garbage pieces of cloth. So the Guanyin answer means a monk need kasaya to pretend their lust was quelled

The story is the lust and greed of man have no end. Black bear thought that once he give fortunes to the monk his lust will satisfy not until the monk really found out what he is really lusting for a long time that beautiful golden "Kasaya", that's why the Black Bear is puzzled. Black bear started the fire that killed all of the True monk believers which Elder Jinchi is really regretting for, nonetheless in Elder Jinchi's greed has no end. In the boss fight he is still wanted to bring his Kasaya back.
