Short bar is the main bar so it will be in the bottom. Then the top distributory bar.(bottom mesh).top mesh distributory bar will be first and main bar on the top. Lapping is not allowed in a same junction. It should be alternate. And lapping should be atleast 0.45 of diameter of the reinforcement.
