You are an absolute angel for uploading this and writing a free pattern. I’m horrible at knitting but I’ve struggled to find a crochet sweater project that doesn’t look like the typical crochet stitches . Looking forward to trying this out 🙏

I used worsted weight yarn (4), a 7mm hook for the body and size 5mm for the cuffs and added a ribbed border. Used black as my main color, and a variegated fiery red, orange, yellow, and deep purple as my second color. It's so beautiful! Also made one with a mauve main color, and a forest green secondary color. I love this pattern so much. I want to make so many of these. Obviously had to alter the pattern to fit, since I'm using different size hooks and yarn, also added hoods and ribbed trim all around mine - but this pattern is wonderful.

I'm 5'9", wear size 0, and have a very short torso. Would following the 'petite' chain/stitch count and the 'plus' row count work for me?

I might just be reading/hearing this wrong, but for the cuffs, you go from 13 row ends to 26 stitches. Are you doing 2 single crochets matched up with each 1 row from the original panel?
