How do you get the red or green circles you lock on targets?

I haven’t been able to figure this out for over a year since I got the game. I look it up every time I play but nothing in watching or reading is translating in the game.

Once the toros are 120k each in game this won’t be as much of an issue. I fly a retaliator in game and solo toro high threats easy.

To everyone watching, this is currently worthless as the servers are so bad it can literally not track any target properly and flys at about 50ms. They are naturally slow but with the server lag they are next to useless.
