if you are having trouble with the effect not working, move the lens distortion and directional blur on two separate adjustment layers. hope this helps someone. :)

not really sure what i did incorrect. did all the steps. it transitions smoothly but the colors overtake all the footage rather than being just kind of on the edges like yours.

for those using adobe premiere cc 2017, I think there's a problem with keyframing the effects using a adjustment layer. Try to nest the clips together and apply the effect. that's the temporary solution i found. lots of people are complaining on adobe forums but they couldnt respond. But there's no issue like this in adobe premiere 2018.
