For anyone still stuck on this - or if you're here because you don't know how to solve this - it's simple. People don't explain things very well. The directions are vague enough to cause confusion. So, you hold down L2 to aim at a point. Do not let go of L2. hit R1 - keep L2 pressed down, aim at another point, press R1. That's how you connect them. Do that three times and you should have solved it.

Hey guys, to beat this part after your charge all the generators, you need to web shoot connect them BUT, what gives everyone trouble is, they shoot the tether, then they take the finger off the the L2 button to shoot at the next one.... to beat this when you shoot the generator make sure you KEEP HOLDING DOWN L2, and point it at the node You can’t let go of the L2 button or it will just cancel it out. Hold L2 and aim at the generator with R1, and keep holding L2, then point your web at the node while still holding down L2

just figured that you have to press R1 at each location you want to connect to, it doesn't just connect automatically like it would with Fallout 4 in similar situation for example.
