Please as you say Admin cannot reset password for other users from O365 admin portal because it's not supported, how about the user reseting their own password. Would that be able to write back to the admin portal?

Thank you for your explanation on "Password Writeback", however I have not understood the need to include "Password hash synchronization" also while configuring password writeback.
I have configured "Pass-through Authentication" so that AD users password hash is not synced on cloud (Azure AD). However, while configuring "Password Writeback" to allow AD users to reset their password over internet, why is it necessary to select the "Password hash synchronization" option.
