Here in Australia, EB Games have the Joel Edition which they say is exclusive to them for AUD$116.00 which is USD$122.40 according to Google

The Joel Edition of The Last of Us will run you $116 here in Australia. It is quite a decent price considering this time last year we'd pay $120 for a standard game!

I believe even if you preorder the survival edition you will get both DLC packs if you preorder from gamestop regardless.
