Amending My Raised Bed Garden Soil in Spring

Each year coming into spring, I take the opportunity to amend the soil in my raised beds with a high quality compost. Before I do that, I loosen up the soil without tilling using a broadfork, and then I top dress with compost from @Soil3OrganicCompost. I do this about twice a year to enrich my soil. I show you my process in this video.

I am an elementary teacher, and 2 years ago, we started a school garden. It's going great, and so far we have only used raised bed soil in the 9 beds. One particular mini-grant that we've been awarded twice (Florida Farm Bureau) stipulates we cannot use animal waste or compost in the garden beds. I even emailed them to say I understand about not using homemade compost and asked if I could use commercially prepared compost. They replied, "No compost of any kind can be used on edible products that the students may eat." I am ready to amend the beds, and I know they need something. How do you feel about this? Otherwise, the school district allows it and Florida Ag in the Classroom does too. Should I do it this year and just not apply again for their money, or is there something I'm missing? I'd love to get your input. Thanks.
