When copyrights started, they were to help the creator, and many court decisions stated that copyright protection was to encourage creativity, and provide fair rewards to the creator, but not to me used as a monopoly. This originally was the same with patent protection. The problem was that big business got involved, because they had the power to market the creations. So the creator sold the copyrighted material to the big business, usually for peanuts, and the big business made most of the money from it. Big business also had the length of copyrights changed to 50 years beyond the life of the creator. At that time copyright violation was a small offense called a misdemeanor, sort of like a traffic ticket. But big business wanted to add more power to copyrights, so they had something called criminal copyright violation, (a felony) added to the code, if the person made money from the violation, where the person can spend years in federal prison. The code also reflected that criminal copyright violation can only be applied to an individual, not a corporation, or it's members. In the 80s they also allowed the FBI and other criminal divisons to steal homes, cars, money and anything of value from anyone charged with a felony. If the individual spent any amount of money gained from the copyright violation they can be charged with money laundering, and spend 30 years in prison. If they sent or received any phone calls, each phone call gets you 5 more years in prison for wire fraud. If they sent or received and mail they get 5 years for each mailing, called mail fraud. So, if you steal a video and give it to anyone for 10 cents, you can spend the rest of your life in prison and the justice department can steal everything you own. This is definitely not what the copyright creators intended, and is just another example of big business stealing everything and stopping competition.

Short Version : Terms of Service say you can not Download with 2 exceptions.
1) The Creator has some deal with youtube such that a download button is explictly provided under the video. Most videos do not have this.
2) Pay for youtube premium services. Everyone knows you hate this - stop pointing it out.
If you download illegally Youtube may close your account. The Owner can engage in further legal actions.

So it's unethical to download a you tube video to watch on a bus, but it's suddenly ok if you have a Red subscription. Hmm.

I don't think anyone (Creators/YouTube) actually cares about downloading vids, but rather people freebooting/re-uploading them for personal gain (it's happened to me before but what are you gonna do!). At a stretch I could see some Creators getting annoyed, as downloading it means viewers now get to skip the ads (& not contribute to watch time) which hurts the video's performance; even though if you're downloading it you must be a big fan. That said, those fans are likely to support the creator in other ways, and we're likely talking an *extremely* small % of fans (maybe 1/1000 people?) ; so I can't see much lost revenue. Pales in comparison to people using AdBlock or similar plugin.
