This story reminded me of the manga "Majo ni Ataeru Tettsui", where a fanatical religion pushed its faithful to hunt down witches following the guidance of its sacred text "Hammer For the Witch". Except the text was penned by the Devil and was secretely the instructions on how to create witches, since a witche's magic was based on the type of torture she suffered in life as an innocent victim, the more brutal the witch hunt was, the more brutal the retribution became. Example if you were burned at the stake, you will gain the power to spontaniously immolate people once you came back to life as a witch.
