This is a straw man argument. The 'neural model' he shows is the simplest model we have of networks of processing elements designed to reveal properties of massively parallel systems as distinct from linear architectures so characteristic of older computer design. It's entirely pitched at the level of computer science, in other words the logical structure. Biology looks at different issues.
