hmm I think TPM Qui Gon takes this High Diff. Maul stated that Qui Gon was his rival in dueling and scaled above him in skill. Many people have this misconception that Maul was stronger then Qui Gon but the novelization says otherwise. Qui Gon was more powerful but it wasn't enough because he wasn't able to end the fight fast enough.
Darth Maul felt the power in Qui Gon and it was to a point where he felt like Obi Wan's power was equivilent to a younglings. He didn't even feel like Obi Wan was even a slight threat and he knew he could take him handily but Maul believed Qui Gon was a superior combatant and a much bigger threat, and you can see in the fight maul not being as aggressive as he normally would. Maul used his Battle IQ to put him on the offensive so he would tire out. Once he felt that Qui Gon was fatigued, and they were in a confined space to were Qui Gons form 4 didnt work as well, he used a cheap move that stunned him enough to finish him.
After the fight he meditates on it frustrated at the way he killed him. He knew he shouldn't have used the cheap hilt move but he felt like Qui Gon was his match at the blade and superior in skill, and he didn't want to take a chance by bringing Obi Wan back into the fight. The only reason Qui Gon lost was because of his poor stamina and endurance due to his age but a Prime Qui Gon would have eventually defeated TPM Maul due to having enough Stamina I would say Prime Ashoka would take the slight edge but Qui Gon would win in his prime due to greater force power and experience.

Also Qui Gon takes Agility Force Power Skills Battle IQ and Speed as TPM Qui Gon>=TPM Kenobi>TCW Ashoka in terms of speed as shown in one of the first scenes of the movie. Maul realized that Qui Gon was the most powerful threat he had ever faced. His force power scared him as he had equal or greater force power at this time. The only person he felt more Force Power in was his master. Darth Sidious always told him that he was better and more powerful then any other Jedi and he was completly confused and shocked when Qui Gon went toe to toe with him. I feel like many people don't recognize how powerful Qui Gon is very underated and ROTS Obi Wan was probably equivalent maybe slightly weaker then Prime Qui Gon. and his power gets overlooked too often.

W edit but imo maul kinda high diffed qui and tcw maul is stronger than tpm maul and tcw maul mid-high diffed qui so imo equal or extreme diff.
