If fitted, they must work and be visible.
It isn't legal to cover them.
He could remove the indicators back and front and be legal (arm signals), but the headlight is mandatory.

Bunch of karens, any excuse for you lot.. if hes being careful it dosent fall off then who cares and also if it does fall off under his bike then we can be nearly sure he will be the only one injured.
