I’ve changed the cartridge, seats & springs but it still leaks ALA the water supply is not turned off

Turn both faucets off from under the cabinets. Spout is still dripping.
Cartridge is all metal on this model price pfister.
There is no spring and washer in either side already.
Spring wont fit. 🤦🏽‍♂️
