For those interested, I tried writing the pattern for this. I never wrote a pattern before, so hopefully it makes sense. I recommend using the pattern after you've watched the video and completed a few rows.

Chain 47 (or a multiple of 15+2)

Row 1: Sc in 2nd ch from the hook, *ch 3, skip 2 ch, sc. Repeat from * until the end of the row, ending with a sc in the last ch.

Row 2: Ch 5 and turn. Sc in the next ch3 space, *ch 3, sc in the next ch3 space. Repeat from * until the last ch3 space. Ch 2 and dc in the last sc.

Row 3: Ch 1 and turn. Sc in the dc, *ch 3, sc in the next ch3 space, ch 3, and make a puff stitch in the next sc (see below for puff stitch instructions). Yes I’m here listening and opening my eyes and mouth. You transform every piece of yarn on a piece of art. God bless you, but I’ll be so stubborn that I’ll be able to make a scarf as beautiful as this 🤔 is not easy but it’s worth the try. Thank you so much . 😻
