Work visas need to be tracked. If a foreignor is allowed into the US for a specific job, then that visa should be null & void if they try to change jobs. This is a huge problem with agricultural visas. Hundreds of thousands of visa are issued annually to agriculture, but these migrants just disappear into the interior of the US.
