Ah very interesting! I found the same chip in an Atari 2600 clone with 64 games built in. The 4024 is connected to the rom address pins A12...A17 and pressing a button on the console sends a pulse to pin 1 of the 4024 which changes the game by setting those rom address lines low/high. The rom has address lines A0-A11 connected to the 6507 CPU so it can address 4kB times 64 banks. It's a simple but effective method to switch the games :-)
