The problem with quoting the answer as a percentage is that the frame of reference has changed. For example, 30% of a whole cake divided by 10% of a whole cake equals 300% of the smaller portion (not percent of the whole cake). It is better to just say that the answer is 3.

If you take x equal to 100, then divide 30% of 100 by 10% of 100. It will come as 3. 3 is 3% of 100.

The % cancels out, as it's just short hand for " /100 ".

The question is meaningless nonsense because it doesn't state what these are percentages OF.

If we assume that it's supposed to be 30% and 10% of the same thing, i.e. we assume that the question was meant to say

(30% of x) / (10% of x)

then the answer is 3 (provided that x is not zero). But that's it. The answer is 3. It's a number, not a percentage of something. It's not 3% of x or 300% of x. You could say it's 300% of 1. But you could equally well say it is 150% of 2.

So there's no single, unequivocal way to express the answer as a percentage even if we assume that the question means 30% and 10% of the same thing. And there's no basis for such an assumption anyway. If the question intends us to treat it as 30% and 10% of the same thing then the question must state that.

More fundamentally, it is meaningless to give a percentage without saying what it is a percentage of.

And it's unnecessarily confusing to start trying to write mathematics expressions with % symbols in. The % symbol is not part of mathematical notation.

Your analysis is incorrect. The problem as stated is the ratio of 2 numbers, and that ratio is 3. It doesn't matter whether the elements are grapefruit, coins, locomotive engineers or math professors. The ratio will be dimensionless, of quantity 3. Period, End of story.
