The vast majority of refugees in Uganda are from South Sudan. The World Food Programme says it urgently needs 63 million dollars to help some one million South Sudanese who've crossed the border. Uganda is hosting more refugees than any other African country. The WFP's operations there have almost doubled in the past year. It says it's only just meeting the needs of the new arrivals. Uganda has been widely praised for its open-border policies. The government has also implemented a policy that allows refugees to have access to land and work.
