I got error when put "emmet.includeLanguages": {"twig": "html"} in settings.json (End of file expected.jsonc), noticed that you have quite a few errors there, so carry on, but when in index.html.twig hit enter on "div" I've got "is divisible by(divisor)" ^^'
And for h1 zero reaction...
Btw in those settings I have only []}, while you got mass of entries, but assumed that it's simply question of "experience" of your visual code ;p
