The steps untill 5:52 fixed my issue. My graphics cards was spiking downwards. Instead of running at 99-100% it randomly dropped to 30-40s %, sometimes even to 4-5% usage. Thanks very much!

Will this guide help me? Because I get only around 30 fps while driving in story mode at lowest settings whereas two years ago I used to get more than 60 on medium settings.
Is it something related to an update in 2020 which decreased the performance of the game a lot??

there is just one problem when I am trying to open gta V it is automatically reverting to intel uhd graphics instead of the rtx2070
