Kraglin saw Yondu as a brother, so this scene of Yondu seemingly appearing to guide him in using the arrow was hugely emotional for him. He saw his brother one last time, right there to help him when he didn't know what to do.

Establishing that Kraglin felt of Yondu as a father figure too is great, but what I love is that this scene implies, that Yondu used the arrow with his heart too. He had a lot of love for his boys inside of him. Truly the best daddy in the MCU
