The reason the rhythm is similar in both sections is because the drums in that section of Leper Messiah are following James's guitar in the background. And James is actually playing the same chord progression as that riff from 1982.

Kirk said that Dave didn't write the song at all. But he said that maybe they used a similar chord progression from one of his leftovers with the Band, but nothing beyond that. The chord progression in that riff from 1982 is also used in the fast galloping riff that plays after the harmonized bridge. The two-chord riff at the end is used too. So it seems that indeed there is a small contribution from him there.

The simple answer is No.
Metallica admitted they based the section on that old jam session with Dave but laughed off the suggestion he actually wrote the part and it's absolutely nowhere near close enough for writing credit.

Nope.... As i heard Cliff say in a 1986 interview "Gotta give credit where it's due" but honestly? I don't hear nearly enough similarities to claim credit for this one so i side with Metallica when it comes to this. They've always given Dave credits on any of his contributions (although i think there was an issue with Metal Militia where Kirk got the checks instead of Dave)

Trying to get credit for something that isn't even a riff or a chord progression but just two power chords is the kind of lunacy you expect to hear from Dave when he talks about Metallica.

is the same chord progression metallica only modifies the melody a little bit, and they use all the progression for a half of the song, he deserves more credits.

Wow, okay, that’s all it is? lol. Those are nothing alike, apart from the “two chord riff” at the end, which is basically the same full stop (or period, for the US lot) at the end of a totally different sentence... Part from that it’s different chords, different sound, different energy. This doesn’t even come close to a writing credit - even for one riff, as they’re clearly totally distinct riffs from one another.

nah, sounds like James. Dave likes to write more complex riff with jazz time signatures. However if Dave wrote that, James made sure to change it enough to avoid the credit claim which is very smart.

The only thing that resemblaces is the Chord Progression wich is played by Burton and Ulrich, the Melody have nothing to do with LM

Dave didn't write that... Though he wrote riffs similar to other Metallica riffs (none of which have Leper riffs) There was the gallop riff in Disposable Heroes (which is similar to She Wolf), and the title track with the main riff similar to Liar and the midsection similar to Ashes in Your Mouth clean riff. However, none of the riffs are exactly the same. The riff in the riff tape is similar to the Blackened verse riff (but that was Jason who wrote that). The Thing That Should Not Be has a riff similar to The Doctor Is Calling (clean riff), whose chorus riff is ALSO similar to the chorus riff harmony in Sad But True in 1991. While many of Metallica's songs have riffs that were similar to riffs that Dave wrote in Megadeth, however the riffs themselves not the same just because they're similar.
