Paraguay has a bit of a unique history, it was very prosperous until in the 1860s they got into a war with all of their neighbors and the result was "Paraguay is estimated to have lost up to 69% of its population" (wikipedia). So the point of the focus is I guess to revisit that war.

I actually like the "Stuff of Legends" path of focus tree. If they would give the option to white peace after you unvade Guyana or just remove them from the requirements and add Uruguay instead. It would be more thematically greater for the focus tree that Paraguay beated all of those who they fought against in the Triple Alliance war and defeated them all and cored them

Last time I did this I just went to war with the Allies for the cores anyway, figured screw it why not and it was beyond insane. Guyana has all the aluminium you could ever need to build a gigantic airforce, and at that point I just fought my way north and killed USA. Once you've done that you are basically God and can do whatever you want. You have a focus that removes all of your war justification restrictions, so you get all the benefits of being democratic with basically none of the downsides. This path is such a sleeper and I absolutely love it.

I did the anti-colonialist line for both Paraguay and Uruguay. They're pretty tricky to get started, but I actually had a lot of fun with both. No cheese required, but I'm sure it would make it easier. I had to restart a number of times for each, but it's not nearly as frustrating as trying to figure out Switzerland, Turkey, Ethiopia, or non-historical Communist Russia.

Once you really get going, you are stronk as eff.
