The show is named "the Orville" and in this particular scene, the female is an alien from a planet called xelaya.. they were visiting a planet along with his fellow officers,

this planet is called sarguz 4, a society that looks close to humans of earth back in the Early 21st century..

the green and red buttons on their shirt resembles a judgement vote that defines whoever the persons fate will be if they ever commit a crime or do something that does not please the public eye (think of it as reddit upvotes except everyone the age of 18 gets to have their own)

they had to pick a clothes that resonates with the clothing of people from that planet, she had to pick a hat that covers the scale from her forehead and her ears, as she is an alien

Unfortunately she made a mistake of wearing a cultural hat from that planet called "kelvic" and she was accused of disrespecting their culture and is now facing lots of downvotes
