My theory as to why Ned Stark was able to match Jaime in combat, is because he was played by Sean Bean, and so became far stronger because of osmosis.

The Ned Stark in the show is different from book Ned. In the books he's not known as much of a warrior. In the show he's almost as good as Jaime, probably because the producers couldn't resist making the legendary Sean Bean a total badass. You can see this both in the fight between him and Jaime and their conversation here. Even though Jaime is a little condescending here he clearly thinks highly of Ned as a fighter.

I thought it was ironic when Jaime said "Well said", because I couldn't understand that last line Ned was saying.

Brandon was the swordsman, ned was more the commander and tactician, but yeah he's still a tank with a sword, and Jaime did learn from baristzn selmy and Arthur dayne sword of the morning so he's gonna be good

Jamie was looking for this moment for a long time. He always admired and wanted to become Arthur Dane. Deep inside Jamie knows Ned cannot possibly be superior than Arthur Dane in combat but somehow he managed to survive and return. I bet he wanted to really test Ned Stark out after Robert’s rebellion

Jamie has the hots for Eddard because of the whispers that he killed Arthur Dayne. Everyone wants a go at the man who killed the greatest swordsman in all of Westeros. How do you live down something that heavy?

Should be noted Jamie might believe Ned is the "Knight of the Smiling Tree" from the Harrenhall tourney. Ned is also credited with besting Sir Arthur Dyne. At this point Ned had served in many battles both as a fighter and a commander. It's quite possible that people don't think he's a very skilled fighter because that's what he wants them to think. Also note Robert was both skilled and strong and the person he probably trained with the most would have been Ned Stark.

It's pretty simple to see the difference from Houses Stark and Lannister. One is respected out of loyalty, justice and honor. The other is respected as well but out of fear from raw violence, besides the "gold buys everything" premise.

The reason Ned Stark is Jaime's worst enemy is that he is everything that Jaime wanted to be... he is jealous... Jaime joined the Dream-team Kingsguard to be an honorable man among the rest and gain a title more like " The Bright Lion"... instead he is " The Kingslayer" a man without honour... because Ned judged him guilty the moment he set his eyes on him... and Ned although is the "honorable Ned Stark" who has a bastard son (don't start theories... even I am a RLJ)
