Old bubblehead here. You have obviously not heard of the floating bouy wire which is diployed while on patrol. It is a floating communication bouy which is housed in the missle deck . It is deployed from 400ft and skims just under the surface of the water. If it breaches the surface, it will sink itself. Then you have to cut the wire, allowing the bouy to sink to the debths. Then we have a floating wire that comes out of the back of the sail. 1000 of feet of communication cable that skims the surface. And if we were up at PD, we could receive from the mast tha is up. So your story is lacking.

The downside, of course, being that it takes several minutes to send a single word of message. Most often, this is a codeword saying 'come up and listen with the shallow-water radar when you can'.

How deep can a submarine go into the Ocean?

the reason for the huge power requirement is to produce Extremely low frequency is the increase in the wavelength. to produce extremely low frequency waves with bigger wavelength needs more power
