It's possible that Anya's mother was the originator of the mind reading abilities, and the scientists were trying to "extract" that ability from her in any way possible. They probably had Anya be born as an attempt at a living weapon, but they thought they failed because Anya kept it secret that she actually inherited her mother's powers- causing them to try whatever ended up killing her mother.

Now that is how you make a well built character, give them a tragic backstory that no one knows about but always leave things that hint at it beforehand and then reveal said backstory a few episodes/chapters later and everything will add up perfectly.

That scene in the anime where Anya calls her bio mom "Mama" also clearly shows that Anya's grammar choice was deliberate, as normally saying Ha-ha and Chi-chi without honorifics like -ue is grammatically incorrect, normally used in a possessive form, like saying "MY mom" or "MY dad", indicating her choice of words means that she chose them to be family.
