1- Youre in broad daylight, people don't suspect you of wrongdoing because no one would be stupid to steal in broad daylight in front of everyone
2- Youre dressed nice so you look like you own the car
3 - You don't appear to be in a hurry or paranoid
4-  You have cameras on top of your car

Unfortunately I don't think the majority of people would know what you are doing and just assume you are doing some DIY to your own car.  People who would notice would be criminals who do this type of stealing or car mechanics and they probably have jobs to go to during the day.  Maybe you should redo this test right outside a car repair shop and see what happens.

Its like seeing someone at a coffee shop using their laptop.  You don't know if they are simply doing some work or hacking into a system to steal people's identities.  Even if you have a full view of their screens because it would require someone with quite high computer knowledge to understand what was going on.

It's a little different here in Texas.  Get caught siphoning fuel out of someone's tank and you might wind up with an obituary shortly after.  Siphoning fuel in a part of the world where you might get a stern slapping of the wrist would hardly deter someone from doing it again.

The fact that people can easily see the goPro cameras attached to the roof of the car just gave it away that he wasn't actually stealing gas from a random car.
