Shanks evil twin theory aside, I actually find it very interesting how Oda in that panel decided to put dragon and imu right next to each other, and while all other characters are looking forward (most are even looking straight at the reader) dragon on the other hand is the only one looking to the side, and he's looking straight at imu.
Could that be foreshadowing of a possible connection between dragon and imu??

That scar is from Black Beard and pretty sure artist just made an error in that scene but crazy theory

There could be a possibility of shanks having an evil twin but the one thing I wanna point out is that it’s obviously a side view so even though his scar is big, you can see in some manga pages that his scar doesn’t reach his forehead so you won’t be able to see it in a side view

Theory: Dragon and Imu is Luffys parents, gave him both God and mythical bloodline elements, naturally ate the devil fruit with both. Shanks, Rayliegh, and Garp knew his blood and history the whole time but his destiny became clear to them once he ate that fruit and chose to go for king of the pirates. Dragon became enraged and started the revolution, when he figured out that he was just used by Imu and the celestial dragon agenda. 🤷🏾
