The Father only said that because the Killer has childhood trauma where his Grandmother was doing that to him. The Father hoped it would trigger his trauma and his son would have a greather chance to survive if the killer thought the kid is a victim of his Father, like he was to his Grandmother.

The movie is Red Dragon. It's a sequel to Silence of the Lambs. The guy holding the knife on the little boy is a notorious serial killer that the FBI has been tracking. His mother seriously abused him when he was a child whenever he wet the bed. So by saying that stuff Ed Norton was able to trigger him and shift his focus onto him.
