Elon Musk already fixed the Problem with Teslas being left at charging stations even after being fully charged.
After charging 100% you have to pay for the electricity.

Eventually the fully autonomous driving feature will be able to drop you off and take itself to the charging station to top off and then move itself to a regular parking spot
