Another complicated issue is that here in America if you don’t take the last clear opportunity to prevent an accident you can be held liable even if he was at fault. I think if you don’t stop unreasonably fast there’s no reason he shouldn’t if he believes he’s avoiding an accident.

he didn't have to stop, but it's a very nice gesture to let someone go and waive their right so that there isn't a backlog in the opposite lane. it remains dangerous, however, because few expect it.

I see the driver being cautious of the 2 vans partially in his lane. They probably felt like it was a tight squeeze due to the parked vans and cars oncoming traffic.

Honestly, in my opinion yes. The white car had its wheels already turned to go into the oncoming lane. If the white car where to be hit then it out be pushed into oncoming traffic.

After rewatching this clip a few times I'm confident there was no need to stop. There were no pedestrians and the lollypop lady/man wasn't stopping traffic. There was a chance the other car would pull out across the lane but they didn't do so until the student had slowed down.

Stop was regular, but he shouldn't have blocked the pedestrian crossing while doing so. Either stop in advance or don't stop at all.
