the pan is stronger than the dagger, because no matter how many times you hit a perfect hit on dagger, it gives you 125-130 damage, but the burnt pan can give up to 169 if you hit all correctly.

Well, that's definitely wrong, i will try to do an actual tier of the weapons [Without Worn Dagger since i never found it]:
1.Burnt pan [Since it gives more damage then any weapon, and also heals one HP at a turn]
2.Empty Gun [Since its damage is very high]
3.Real Knife [Can be an alternative to Burnt Pan or Empty Gun if you can't click perfectly multiple times]
4.Ballet Shoes [Very easy to beat Undyne the Undying with it, strongest weapon in the waterfall]
5.Tough Glove [Strong for the second weapon you find in game, can be an alternative to Ballet Shoes]
6.Torn Notebook [Small Damage, but more I-frames on hit]
7.Toy Knife [It just kinds sucks, because it's instantly replaced by Tough Glove, only useful to get stick so you can spare every dog]
8.Stick [Weak, and only useful to spare dogs insta]

Alrighty, in the context of Genocide, where you actually use these weapons, here are the best:

1a: Burnt Pan, simply because using it allows you to, with skill, one-shot enemies in CORE, which helps with speedrunning.
1b: Torn Notebook, practically for an opposite reason. It's a much, much weaker weapon, but the extra invincibility frames can help massively against Undyne and Sans, and yes, the Notebook does actually slow down Sans' KARMA damage.
2: Ballet Shoes, fairly decent weapon overall, and is also pretty speedy.
3: Tough Glove, which is a pretty solid weapon with a pretty solid attack stat.
4: Empty Gun, which while hypothetically does more damage than the Burnt Pan if you score the perfect hit, it also is much, much harder to score that hit, and it doesn't affect any damage breakpoints. You kill each relevant enemy in the same amount of hits as the Burnt Pan, it's just harder to get the one shot with.
5: Real Knife, which does absolutely nothing except give bigger number, because you don't actually get it unless you're at the very end of a Genocide rub, and the only enemy left is Sans. It's here because at least you get the satisfaction of seeing Bigger Number.
6: Stick, which is only above the Toy Knife because it also can be used for a challenge run.
7: Toy Knife, which not only has the same problems as the Empty Gun (Does not hit any damage breakpoints), but also, you need to go out of your way to make use of it in Ruins, since it's at the END of the area, and immediately when entering Snowdin you get the Tough Glove for free.

in fact the empty gun is the strongest weapon, although the real knife does more damage and has much higher stats the empty gun does more damage to some bosses because it is a weapon with multiple attacks and can make a critical attack (the yellow ones) while the knife doesn't
