Akainu - I do not know what people say but personally I think he is about as strong as g5 luffy.
G5 luffy - overrated by people who only powerscale. Fairly rated by people who care about the story
Karakuri - fairly rated
Shanks - Can't say for sure since we have not seen his fp

Luffy is overrated people thinks he can beat kaido but
Kaido was holding an entire island
He was doing 5v1
He got drunk
Luffy took 2-3 breaks but kaido was fighting continuously
So yeah kaido is stronger than luffy and that's how luffy is overrated
