The Big Picture - Space: A New Era & Emerging Opportunities

Private sector will be given a level playing field in building satellites, launches and other space based services as the government decided to open up the space sector. Private sector firms are also expected to play a big role in future projects for planetary exploration and outer space travel. Union Minister Jitendra Singh said private players would be allowed to use Indian Space Research Organisation's facilities and other relevant assets to improve their capacities. On this edition of The Big Picture we analyse the opening up of the space sector.

Space sector opening up.
Us example : spacex and blue origin taking the leading role.
India : Pvt participation is in the role of parts supplier.
Designing aspect is still in hand of ISRO.
In last 20 yrs ISRO has increased its programme with same no of employees. This is because of Pvt sectors involvement.
90% of launch vehicle is made by Pvt players.
Benefits for govt:
1. Less budgetary pressure as Pvt sector will bring its investment.
2. Growth of research and development sector.

Benefits for Pvt sector:
India budding space sector.lot of opportunities.

Benefits for ISRO: same as NASA it can focus more on Future prospects and innovations. Hand holding the Pvt sector through Intellectual Property, testing, validation etc.

Benefits for general public:
1. Reduction in cost of services offered via satellites.

Issues :
1. Risk taking Pvt players needed who can bring large capital. Govt sharing the risk will incentivise.
2. International liability.(unique point)
3. Regulation of strategic sectors.
4. Space and ancillary activities involve lot of ministeries and departments. Convergence between them.
5. Dual usage technologies. Danger of getting in wrong hands.
6. Absence of space law.(space activities bill is pending in parliament)

Way forward:
1: old policies and constraints needs to go away eg earth observation data on indian satellite is not freeuse.
2. Space exploration policy needs to be spelled out.
3. Legal frameworks so that Pvt players use the sensitive technical knowledge more responsibly

-best ex- of Private sector investment is recently Space x role play in NASA mission through Flacon X. No doubt that last couple of decade private invest increase in ISRO yet we need more

Labour laws in India do not allow us to invest here .( MANY foreign investors have said that)...
Similar laws or lack of concrete laws in space sector is not allowing investors to come for...

It's like getting a gun is easier than even thinking to be the part of space sector..
As, construction of roads and highways needs lots of clearances, similar things also exist with space sector...If we can opt for lots of changes in requirements of licences for construction, then why not in space sector ...
