I lived in Texas and their design philosophy is do the absolute minimum. No contingency plans for disaster. Water pipes go directly into the ground, no protection. Every home would have to be repaired. Electrical systems are the same. The mind set is like you said. They do not want to change. So, good luck to everyone living there. If that is what they want then so be it.

So if the power companies were warned and advised repeatedly, yet failed to “winter proof” their infrastructure, will there be class action suits for manslaughter against the CEOs? And claims for compensation from businesses & householders?
