I think in the official rules, unscrewing or otherwise starting to put your cue away is considered a concession of the match or at least session/frame.

If I had seen Stephen Hendry unscrewing his cue, then I would have asked him if he had conceded the match. Regardless of the situation, you should always let the guy on the table finish his shot. Mind games on Hendry' part.
