I was having a hard time finding anything covering how to create a new menu with Godot Plugins. Because I couldn't find any good tutorial I decided that I would go ahead and create one. This video covers how to create a plugin along with how to add a new menu and node with that plugin. This is what I used to build the Dialog Plugin and what I'll be using to build an inventory plugin.

I forgot to mention in the video, but when you add a script to the main screen you're going to want to make sure to add the keyword tool at the top to make sure that it works in the editor.
I've been informed that this is actually covered in the documentation so I added a link to the description if you're interested.
Also, I realized a bit too late that I called the plugin univeral Inventory, not universal Inventory.
