A friendly cat from my neighborhood actually does this everytime he sees me and nearly falls asleep in my arms getting happy from all the attention he gets, either he's happy or just very stressed and comes to me for a free spa day he also shows me his belly but- i learned the hard way he trusts me enough to show it but doesn't trust me enough to let me rub it

My cat does this instinctively when being scratched/pet. Sometimes it happens when she is relaxing or exhausted.

If my cat is feeling anxious or threatened, their body language is reserved by scrunching up and get "airplane ears" so they are ready to run if they need to hide.

Tail wagging is definitely an indicator that your cat is tense (positively or negatively) my cat waggs his tail when i pet his back, even if he comes and demands back scratches, sometimes even when he waits for his favorite snack. But also when he's annoyed of course.

My first cat did this, but she was so happy when she did it (it was less of a swing and more spastic), for example, she loved to sleep in the bed, but everytime i woke up to her being like half an inch away from me, so, everytime on her birthday we would let her sleep in the bed, she made biscuits like it was her last day alive, and of course, tail spasm.

I have been a catowner for years, and have to date, owned 8 cats. only two of them ever did this. For me, its only ever an owner problem, not a cat problem.
