A piece of info: civic volunteers system was started by mamta banerjee after she came to power on 2011..in this system instead of recruiting a policeman and giving all the benefits 2 civilians volunteers were recruited with half the salary of a policeman with less benefits...the people recruited were mostly Trinamul Congress (Tmc) party loyalist or workers..basically political hooligans.
