India and Germany signed multiple pacts and joint declarations of intent and exchanged agreements after bilateral talks between Prime Minister Narendra Modi and German Chancellor Angela Merkel in New Delhi on Friday. The agreements were inked for cooperation in fields such as space, civil aviation, maritime technology, artificial intelligence, digital technology, medicine, defence, cyber security and education. Prime Minister said the expertise of economic power houses like Germany could help in his government’s aim to build a “new India” by 2022. He invited Germany to also take advantage of opportunities in defence production in dedicated corridors in Uttar Pradesh and Tamil Nadu. Germany is India’s largest trading partner in Europe and more than 1,700 German companies operate in the country. Merkel said she was accompanied by a big German business delegation including small and medium enterprises (SMEs), who wanted to engage in business with India. On this edition of the big picture we will analyse the state of bilateral ties between India and Germany.

In light of changing world scenario, Germany & EU have been expanding their reach to south Asia, specifically India:
• BREXIT: EU attention mostly occupied there.
• US: pulling out of global security: less reliable partner for Europe.
• Rise of China: unsustainable BRI, Maritime threat, No presence of Germany in Indian ocean.
• Threat to collapse of WTO Institutions trade order.

Areas of Convergence:
• Trade: Germany is the largest trading partner for India in Europe and more than 1, 700 German companies operate in the country
FTA with EU is more viable to India than RCEP as there is less trade asymmetry.
• Climate Change: renewable energy cooperation, Sustainable development.
• Technology cooperation – e-mobility, fuel cell technology, data protection & data localization laws.
• Skill shortage in Germany – India can help.
• Education: 20, 000 students in Germany, partnerships with IIT Chennai.
• Preserve WTO: Multilateral trade order.

Challenges:
• Both economies slowing down.
• FTA between Indian & EU in cold storage.

Germany is a key pillar for India in our changing policy towards EU. Together we must aim to meet global challenges & put more substance to economic & technical cooperation.

ii. Germany calls themselves as Civilian power with zero military presence in Indian Ocean.
iii. US pulling out of global security, i.e more scope for cooperation with other.
iv. Dis-engagement with china over BRI, with Russia over ukranian.
v. Lowest unemployment rate in Germany. And need of skilled manpower in Germany.
vi. Areas of cooperation in Climate change in the form of Aid from Germany to India.


f. Problems.
i. Both Indian and German economies are slowing down.
ii. FTA with EU have not happened .
iii.

g. Way forward:
i. Relation depends on the amount of substance both side can put in.
