Should Turkey grant citizenship to Syrian refugees?

An offer by Turkish President Recep Tayyip Erdogan to grant Syrian refugees Turkish citizenship is being met by both gratitude and skepticism. It's still not clear what the criteria will be. Many Syrian refugees in Turkey said they would accept Turkish citizenship but others say they'd rather return to Syria once things improve.
