Its kind of like trying to scare yourself, Your brain is expecting it so it doesn't have the same effect as it would if you did it accidentally. Also when you bite your tongue by accident the teeth penetrate the tongue surface and the tongue bruises. When biting intentionally, you don’t put as much force behind the bite so it doesn’t penetrate the tongue surface or cause bruising.
