A captain does not touch the controls, thats the job of the helmsman. A pilot quite literally is hired to take over and steer in and out of ports

I saw a program on Pilots in WA state. In Puget sound and Columbia River. They drive the ship. Different rules in different places maybe.

Fun fact the pilots were the most important crewman back in the day. They knew the currents, the rutters, were the hands on crewman where as captains were usually just spoilt managers

Captain is the commander and has the full responsibilities for any incident happen inside the ship, the pilot is also a caprain boarding the ship to help the people in the bridge to enter the canal prior to attach to a certain port, they are escorted by a security officer going to the restricted area or the bridge.
