God I remember so little about this show, but this scene was cemented in my brain. I always thought he was quoting the movie Twister though, due to not remembering the preceding lines, just a high pitched "IT'S A TWISTER." Finally sat down to watch Twister and was like "Where's the nasally chick?" Found this and realized they're talking about the Wizard of Oz.

Heh, at least when the "Pokémon" anime dub did a similar bit about voice pitches raising, Meowth compared it to the Chipmunks. And if Lars knew what he was talking about, I can picture him saying, "You sound like one of those little Munchkins in the 'Wizard of Oz' movie! 🎵We represent the Lollipop Guild, the Lollipop Guild, the Lollipop Guild! 🎵" But then the joke on Twister's name would be lost...
