I think that it'd have been great if in the movie first Zod uses this phrase as a discouraging fact for humanity and by the end of the movie Superman uses it as an act of hope for humanity.

I just thought of something. What if ''General Swanwick'' was thinking Zod was referring to him for a moment there. Giving that J'onn J'onzz too, has chosen to keep his existence a secret from everyone and has made efforts to blend in on earth etc (Until Zod mentioned Kal-El of course)
