It seems one new Phoenix Lord has already leaked, this means we could possibly see a Eldar Wave 2 launch by the end of this year, here is a big breakdown of what is supposed to be coming!

In a way, yes, the return of a Phoenix Lord, lore wise, is like a Primarch coming back. The Phoenix Lords were the founders of each Aspect, kinda of like how each Primarch was the "founder", in this case through their Gene Seed, of their Legion.
I will be clear for those that know nothing about Eldar, the Phoenix Lords are NOT the same Eldar that first took up their names and armor . When a Eldar wears the armor their body is taken over by the first one, the original Phoenix Lord, who wore it. Not sure if the lore has been retconned, but that's what I remember.

Pheonix Lords aren't quite the same as Primarchs but would be the Eldar equivalent. While Primarchs each have a chapter created from them Each Pheonix Lord has a Temple devoted to them. Every time a Pheonix Lord dies somebody else from the temple dons the armour & joins with the spirits of the Lord & previous wearers of the armour becoming a new version of the original. Thus continuing the existence of the Pheonix Lord in question. At least this used to be the lore, not really up to date due to being out of the hobby for 15 years until recently.
